Looks like a stamp, but doesn't have a stamp pattern on it. The black base is cast metal with a hole too small for the 'stamp' to go through. The black circular part is plastic, over a steel screw. The wooden handle can be screwed up or down. No manufacturing marks, found in a box of machining tools
