Industrial City or Agricultural Zone?

Hey guys, im doing a semi socialist run, with the L-1 highway, full investment in Gasom and 49% EPA, bludish autonomy, UC investment in Agriculture as well as general aid, and trade deals with agnaland, Valgsland and Wehlen.

With this in mind, which synergy will serve me best for putting my economy back at green, the one of the Agricultural Zone, or the one of the Industrial City?
