Can you sue the DBI?

A newly assigned plan checker assigned for my final inspection at the DBI is making up new rules that are not referenced in the planning code, and is requiring significant structural changes at the 11th hour — after all the construction has been complete according to the approved plans. How is this allowed, and who can I escalate this to?
